The Empire I guess, depending on how much Cathay is based on China, and which dynasty.

If you want to base it of the Song or Ming dynasty, I would suggest Empire and employ infantry based armies with crossbowmen and artillery as backup. For Ming, replace Crossbowmen with handgunners and throw some cavalry into the mix.

Something like the Yuan dynasty could be represented by either Brets or DoW. In both cases, try to use as much light cavalry (for brets, yeomen) and blocks of infantry (men-at-arms and peasant archers or duellists/pikemen and crossbowmen).

I think any other dynasties would either be too far behind or too advanced to be represented by a warhammer army.
