Look in the rules. It is at the bottom of the page and it is the first of the three rules.

Green flights can be started at anytime as long as there is not too many going on at once. If you want to be sure then ask an admin when it is safe.

If you want a green to rise, well, basically, while we mostly want you to tell an admin/mod for flights, as greens don't really clutch or have much for US to worry about, you can post one as long as you don;t need permission for something weird, or the like. (Like out double fight, etc.)

Just don't go for it if there are a million active flights. (Currently there are not, so have at it.)

Obviously goldflights are different. Any clutching flits, dragons, or whers need to be approved by us.
