Topher Costello is one of the most sought after drug dealers in Chicago, whether it be by his loyal customers or the police. His 'candy' shop, Hard Rocks and Tea Leaves, located in an alley in the center of the city is his warehouse for deals, hook ups, and just the quick and simple fix. It's amazing how a nineteen year old Irish kid could slip through the fingers of the law so easily. Ironically, one of his most loyal customers is the pugnacious Italian mafia teen, Grace Bonacusso. The sixteen year old niece of Vincent Forelli is the complete opposite of a perfect lady. Her constant trips down roads of drugs and violence have earned her quite the reputation with her family and the law, but it is just enough to solidify the relationship between Grace and Topher. Best friends since Grace could manage a cigarette, the two have been a good source of mayhem and vandalism within the city along with the rest of Grace's crew of hard-boiled teens.

The night that Topher offered to allow Grace the opportunity to try heroin will soon spin the entire city into a frenzy of bullets and chaos. High and incoherent from the drug, Topher and Grace embark on a dangerous joyride that results in the death of a well known police detective outside the Red Lion Pub in inner city Chicago. The night is filled with blood and screams as the two beat and maim the officer to death, finally disposing of his body on the outskirts of the city. And in a desperate attempt at hiding their secret, lay the blame on the notorious Irish Mafia, who in turn suspect the Italians had their hands deep in the murder.

The events that escalate from the night have only intensify the war between the two families, but now, the police have ended their silent treaty with the two warring mafias. The lines have been crossed. Chicago is now in a state of war.
