I tried posting on the guild board at neopets.. boy was that a mistake. i got neomails, and my board had tons of guilds on it that were not art related.
So i was wondering if someone here could help me?
I'm interested in an art centred guild, or character development or both. C:
Even if I have to wait and apply that's fine, just the only one I know of is revolution c:

Revolution, Divinity (? Rev might be a better guild though)... those are the only two I know. xD

Another is Shukumei, but it isn't taking new members, I don't think. Sorry! :(

Most of these are character centered rather than purely being about art. Doro has already mentioned a couple but here's the links to their homepage as well :)

Currently, Shukumei is not accepting applications, nor do I think we will again in the foreseeable future. Sorry! :C

I think I see all the ones I know of. There's also The Character Sammich (Sandwich? Sammich... forget which) as a more laid back character development guild, annnd um... Illuminate I think it is. They're a block guild but have art & such. Maybe not quite on point with what you're searching for.

The Guild Board can be really vicious & scary. o-o

In any case, Revolution usually make a recruitment board when it wants new members, so I would check the PC frequently for that. :) They don't usually go to the Guild chat, so there's no need to go to that scary place again. 8D
