If you don't want to end up like the guy on the floor, its best to listen up. As you know after the Great Revelation, the Ugenta (True Blood) population of vampires had extended its hierarchy to all species of vampires. Ugentas believe they are the most superior of all the species and there are rumors that some of the most powerful vampires of all the different species have joined forces with the Authority - the highest ranking of all Ugentas. Therefore, Ugentas have taken it upon themselves to punish other species of vampires for not abiding by the Ugenta laws. Those laws are:
Vampires must not kill another vampire.
Do not feed off of another vampire's human.
Do not steal from other vampires.
Do not use vampire blood for anything other than procreation.
Humans must not kill/kidnap vampires.
Dealing, Selling, and/or Distributing V is strictly prohibited for both vampires and humans.
The government is aware of these laws and support them but do not know the practices that Ugentas use to enforce them (for more on politics and punishments,
click here.) The Ugentas are organized into a hierarchy based on rank and age. Like a medieval kingdom, the hierarchy is expected to 'rule' over all vampires and those holding positions expect respect from all vampires, even if from another species (of course, vampires often ignore the hierarchy against forewarning. Depending on who the vampires cross, some get away with it and some don't).
In NYC the hierarchy is as follows:
The Authority
Highest Ranking counsel of vampires - Commands the American Vampire League. They are secret and mysterious.
Magister: Cassandra
Serves as judge for the entire nation of America but lives in NYC. Hosts tribunals, where punishments are given to vampires that disobey the law.
King: Bill Compton
King rules over the state of New York, all sheriffs and AVL leaders
Sheriff of Area 2 (North NYC): Killian Brandt
Sheriff of Area 3 (South NYC): Eric Northman
Sheriffs rule over their assigned section of vampires, enacting out punishments as deemed necessary and/or sentencing vampires to tribunals where the Magister will make the ultimate decision. Vampires will go to their sheriffs first for any vampire related issues.

NOTE: It's helpful to think of this vampire - to - sheriff relationship as citizen - to - mayor. The vampire in character should just be aware of who is in charge of what in the vampire world, but its not required that they meet or know each other personally.
If a vampire
follows the vampire world's rules or not is up to them and consequences may be plotted out by the players. For example, original vampires obviously will think they are the baddest badasses around and answer to no one, and thats fine, but it will be up to who ever the sheriff is, the king, or even as high up as the Authority to
attempt to keep them in line if they so chose. It might not even get that far if the sheriff chooses to ignore them or if they have respect for the original vampire as well.
