The first thing most people notice about Photoia is that she is completely blind. She does have some ability to identify light sources, but beyond that has no useful visual input. She has been blind since birth, and her parents are both sighted - and both civilians.
Though she was born in Metro City, Photoia spent the first years of her life in a small town on the other side of the state. Her parents eventually moved to the city so Photoia could be enrolled in the Metro School for the Visually Impaired, a school nationally recognized for it’s work with blind children.
For a long time, it seemed that Photoia was also simply a civilian. Like many other PEs, her powers began to develop when she was a teenager. For some, the development is slow and almost goes unnoticed. Photoia is an exception, and clearly remembers the first day her powers showed themselves, because it was the first day she could see the world around her. She was afraid at first, and never said anything to her parents. Suspecting that she was powered and had not made a miraculous recovery from her blindness, she sought the help of CAPE and has been working closely with them for over a decade.
In civilian life, she works full-time as receptionist at Perkins, Collins & Pepper, a Metro City legal firm that often represents PEs. She is currently studying to her paralegal degree. Caci’s spent much of her adolescent and young adult life trying to blend in with all the "normal" people and has learned several tricks along the way. Her hearing is quite good, so she often knows where someone is standing before they speak.
Photoia is 28 years old. She lives alone in a one bedroom townhouse.
Powers/Abilities/Skills:
She has several basic abilities that allow to her compensate for her lack of sight: night vision and precognition. She uses this powers in combination with trained bo staff skill.
It should also be noted that Photoia has what would be considered heightened sense abilities compared to an average person, in particular hearing and touch.
o Level 1:
Night vision: in low-light and dark environments she can see in a way that is very similar to how normal people see the the day light. She is still color blind and has poor vision, but something is often better than nothing.
Precognition She can tell there is going to be an attack or that things are otherwise about to go terribly but doesn’t know the direction of the attack or what is going to happen.
o Level 2:
Night vision: no change.
Precognition: she can identify the direction an attack will come from (or an obstacle in general, - she can use this power to navigate through an unfamiliar location) , allowing her several seconds of time to be prepared.
o Level 3:
Night-vision/dark-casting ability to draw all the light out of an 30 yard area, plunging it into darkness. This allows her to be able to see, while leaving others blind. This power requires a lot of her energy, and she can only maintain it for several minutes at a time.
Precognition She can identify the direction of attack and when it will strike.
o Level 4:
Night-vision/dark-casting: Radius increases to 300 yards and she can sustain the darkness for up for 15 minutes.
Precognition She has the ability know her opponents next move before he does.
Weaknesses: Blind in any situations where her powers don’t apply or can’t be used.
Equipment: Carries a bo staff colored white and red to look like a cane for blind - which is what she often uses it as. Photoia is quite proficient in “staff technique” which is her main fighting style.

Miscellaneous:
Usually doesn’t tell people she’s blind unless the situation forces her to. Photoia also doesn’t generally use her powers outside of a heroing situation, often finding it easier to be blind than to deal with the visual input.
She reads/writes braille but not printed English other than her own name.
