The Scarlet Witch has the mutant ability to affect probability with her 'hex' bolts. These energy discharges interact with the probability field that surrounds their target, causing various improbable things to happen. Wanda has absolutely no control over the outcome of her hexes, but it seems they generally cause some sort of disaster to happen to her targets. For example, she could cast a hex at an approaching enemy and he might stumble over his legs, or get stuck in a hole or something like that. Her power also works on inanimate objects, examples being her hexing a control panel to make it go haywire or causing a glass to shatter.
The casting of a hex requires both a gesture and a modicum of concentration. A hex cast with two hands will be more powerful than one cast with one hand, while stronger (i.e. more improbable) effects will be achieved with more concentration. To successfully cast a hex she needs to have a clear line of sight and be relatively close to her target. Also, her hexes require a lot of energy and she requires sufficient recovery time after about every second hex. If she oversteps these limits her hexes will be far less powerful, they will fail or she might faint.
Wanda's lack of control over her power shows both in the fact that she has no way to influence the random events she causes as well as her inability to fully keep her powers in check: occasionally her hexes are triggered automatically, without her intent, for example by making a careless gesture.
history
Wanda and her brother Pietro were born to Magda Lensherr in a fortress on the top of Wundagore Mountain. For reasons unknown, only two days after giving birth, Magda left her children in the care of the cow-woman named Bova, who had assisted her as her midwife , and left Wundagore, never to be seen again. The only information she gave was that she was scared of being tracked down by a man and that she wanted to shelter her children from his influence.
Together with the High Evolutionary, the lord of the fortress, Bova arranged for Wanda and Pietro to be taken care of by Django and Marya Maximoff, a gypsy couple who raised them as their own children. The twins led a happy life: though their life as gypsies wasn't always easy, they had a family that loved them and a community that accepted them. This didn't change when their strange mutant powers first manifested.
However, the need to feed his family forced Django to steal, which led to some angry villagers chasing him and burning down the entire gypsy camp. While their adoptive parents seemingly perished within the flames, Pietro and Wanda were forced to flee. Now alone, the twins had to fend for themselves. Sometimes they slept under the naked stars, sometimes they stayed at a barn until they were discovered. Pietro would often use his speed to catch small animals for food.
This nomadic lifestyle continued, until one day while walking through a village, Wanda's hex powers accidentally caused a barn to catch fire. The enraged villagers thought of her as a witch and would have burned her at the stake had it not been for the mysterious Magneto, who subdued the violent mob. It was he who saw and told what they really were: mutants. Indoctrinating the twins in his ideology of mutant superiority, they joined him, although this was more because Wanda owed her life to him rather than them supporting his ideals.

All she knew was that she had to run.
She was cold and hungry, but as the enraged villagers pursued her, Wanda Maximoff found her legs were more than willing (and able) to keep distance between her and the mob. Their cries had frozen her heart. 'Witch!', they had yelled at her, she who had never spoken or thought about such practices. The women had screamed to each other that their children should be hidden from her, yet she was but a child herself. Now, having overcome their initial fears, they wanted to see her burn.
If only Pietro was here. Her brother had the ability to move uncannily fast, faster than any horse she had ever seen. That was his gift. Hers was much less obvious and seemed to bring only disaster. It had never been her intention to use her power, but how could she explain that to these people when she didn't understand what she did, how she did it herself? And even if she did, they probably wouldn't be willing to listen.
She had to be careful now. Those protruding roots prevented her from running, but it also meant that she was getting closer to their little encampment. Hopefully Pietro would be there. Yet a part of her hoped he wouldn't. They would have to move again, and again she would be the cause of that. Time and again he had assured her that he would do anything to keep them safe, but it was still a burden to bear. She threw a quick look behind her at the mob. The people looked smaller from this higher ground, but their torches and pitchforks still looked menacing. Keep moving Wanda.
After a seemingly never-ending climb she finally reached the camp. Pietro wasn't there. Lacking the breath to call his name, she desperately tried to run into the bushes to hide, but fell over her tattered robes. She hit the ground, hard. Moving past the pain, she tried to scramble forward, but found her way blocked by the villagers, who had also arrived at the camp. Wanda tried to turn around, but the men and women had encircled her. As they advanced towards her with raised pitchforks she could only mutter one word: 'Please.'
