SUBJECT: International Summit to Resolve Current and Prevent Future Conflicts

I am writing to you all so that we may resolve all current conflicts and prevent future ones.

I would like to hold an International Summit in Plymouth, where we shall work out the resolution to all issues diplomaticly and make a treaty to ensure fair trade, fair sanctions and have a certain semblance of international law.

This Summit is to be held when all interested parties arrive in Plymouth.

It is expected that all diplomatic travel will not have armed escorts while in the airspace of Berettasia. Any armed escorts will be asked to turn back. This is a time for peace, not war.

Vröngard Royal Airfield

Johannes II looked old as he sat down in his leather seat with a sigh. Outside the shouts of men could be heard as all lines were loosened and the HMA Varus ascended gently towards the sky. It was the aiship set aside for the official use of the Emperor and his immediate family and it would be taking him to a fateful summit in which Deckersburg had much to win, and much to lose. The Hydrosterian blockade had to be lifted peacefully within days, or the old Emperor would have to act.

Plymouth Parliament

The main conference chamber was being set up. Dossiers on the recent actions were being printed and placed in every delegate's place. A large conference table in the middle of the room was where decisions which could make or break the region's future would be made.

Two long tables were put down, one along each side of the room. One of these would be where any assistants who came and the Royal Regiment would sit and one would provide light refreshments for the summit.

Guards of the Royal Regiment, handpicked by the King himself would be guarding this event. This was to be a peaceful conference. The royals didn't want it turning into a shooting fest.

Royal Air Corps, Plymouth Airfield

Any diplomatic zeppelin would be arriving here. Purely because it's the nearest airfield to the parliament building. All delegates and their entourage would be asked to surrender any weapons they had.

Norwood, the Royal Palace

All delegates would be staying here. The palace and home of the Royal Family.

Taking advantage of the north-eastern wind sped the Hydrosterian Black Op's Frigate, Dawn Till Dusk across the edge of the northern Quasi-Military ocean borders. It's wooden galley shaped cockpit comfortably holding the Chancellor of Hydrosterias Council, Winston Evard, and his diplomatic entourage as they headed to the Berettasian summit.

Evard was glad that the Berettasian Royal Family had acted upon his request, whilst the situation was formally resolved, he felt strongly, as did the MRC, that the nation of Quasi-Military represented a long term threat in it's current state which had to be dealt with appropriately lest they come to regret being soft at a later date. A sovereign entity simply was not eligible to act so irrationally, hopefully, in person, the situation would be resolved, if not, then hopefully the other realms would see what he saw.

It would however take another day before he arrived at Berettasia.

Anchors were lifted, the fog horns sounded and the gigantic ship began to edge its way out of the harbour. To the west darkness was growing in the form of a thunderstorm and Vice-Chancellor Harnden pulled his trenchcoat around himself in a more tighter fashion. The storm was a bad sign, Iguazu was angry, whether it was with the actions of the state itself or with the nations which had begun this conflict it was harder for Harnden to tell. What he did know was that the outcome of this mission would determine the future... of not just Quasi-Military but of the entire Island continent.

Haberston, Metz-Lorraine coatal port

While the government of Metz-Lorraine rarely ever cared for the foreign affairs of other nations, the recent commotion up north had made it's prescense known to any Metzen. Even the temporary blockade had stopped several ships carrying valuable cotton, which eventually had to land in Deckersburg and find buyers there. This trouble was bad for bussiness, and the plantation owners were making loud noises that free trade was vital for them.

So a small, capared to other countries, zepplin would be escorted by 2 aerosloops to Plymouth to let their voice be heard. It was a tiny delegation, just a few guards and a single diplomat chosen by the Chancellor to make sure that the summit went as Metz was hoping.

North-Eastern Seas, North-Eastern Fleet, Falkland Carrier Battle Group

The fleet had rendezvoused 14 miles off the north-eastern tipwithout event with the Quasi-Military diplomatic ship. Two Felix class Frigates (HMS Stanley and HMS Goose Green) one Chloe class Destroyer (HMS Sapper Hill) and two Pollock class (HMS Port Howard and HMS Darwin) submarines would escort the ship to the mouth of through Tibury to the mouth of the Thames. With the current rather strong, it would be 7 days sail to Tilbury before a 2 day sail against the current up the Thames to Plymouth. At this point of the journey, the ship would be escorted to Plymouth Harbour, the destination for many civillian cruise ships, by the River class patrol craft that scour the coast and rivers.

The airships were making fast progress over the continent. They were already nearing Deckersburg and would be in range of Plymouth soon. The Travellor class airship was a large transport ship that moved rapidly, and the 2 Aerosloops were nimble and well armed, making any attempt to attack them a bad plan. The Chancellor considered sending an Aerocruiser, with it's large cannons and runway. But it would be to... aggressive for his taste.

The Chancellor himself, standing on the deck of the zepplin, watched as the 2 Aerosloops diligently moved to the front of the formation and kept an eye out for trouble. Gunners were watching for planes and zepplins while cannons were sticking out the side to give the impression of a serious force.

Chancellor Tycho was a very powerful man in Metz-Lorraine. He owned a massive plantation outside Cardenton, one of the country's larger cities, and was considered to be Cardenton's leading aristocrat. He would be the one to fund projects and donate to causes. He had even put a fifth of the entire city to work in his fields during the past harvest. The cotton demand had been so high, that he had needed the mass of the city to expand his cotton fields before planting. So he advertised for every unemployed worker and those with extra time to come and work for him and before he knew it, was the primary employer of the city. This gave him extremely good standing in Metz-Lorraine.

He was also known for his dedication to his country. He had personally invested a huge fortune into researching new technologies. The Aerosloops that guarded him now were a product of his investments. He had helped a good many entrepeneurs start their industry with his own investments.

These reasons made him an easy win in the elections. His dedication to the country, his building the economy and business mind made him popular among the people even before running. He decided to change his plans for this conflict as well. The Berettasians were invading the China Islands, the Hydrosterians were yelling war with Quasi-Military, and only the Deck'sh seemed to be the only ones not at war. Tycho was to make the point clearer than before. Hydrosteria had to immediately back down from Quasi-Military (in exchange he would have Quasi-Military open up to Metzen imports). He would encourage the Deck'sh to increase the rail system to several other towns that had voiced a request for the opportunity, and he would call on the Berettasians to stop their Island invasions, hopfully he could get the world community to see the danger Berets posed if they controlled the waters between teh islands and the mainland, which was a major threat to Metzen shipping.

Look-outs on the Berettasian border could see the approaching Metzen air-fleet and the armaments on the Aerosloops. Through binoculars they could spot the Metzen insignias. The Berettasian Border Patrol sent up an observation with two members of the Communications Corps and a powerful radio. They hailed the ships who would soon be entering Berettasian airspace.

"This is the Berettasian Border Patrol hailing the incoming Metzen fleet. Please state your intentions." They checked their instructions for any special convoys that might be approaching and found one for the International Summit. "If you are heading towards Plymouth for the summit, your armed escorts must turn around." He checked the book quickly on the reasoning and quoted from the official invitation. "It is expected that all diplomatic travel will not have armed escorts while in the airspace of Berettasia. Any armed escorts will be asked to turn back. This is a time for peace, not war."

The radio operator recieving the transmission first heard some static, but then was able to clearly make out the Berettasian's requests. Writing a note, he sent a mesenger to the Chancellor and to the captain of the zepplin.

As the formation neared the border, the Aerosloops made one last recon at the very edge of the border before turning around and recieving some fuel from the Traveller before they made their way home.

The zepplin continued towards the border. The radioman replied earnestly once the Aerosloops turned back,

"This is the delegation of Metz-Lorraine for the Internation Summit in Plymouth. Our escorts have left and are heading home. We ask that a small escort bring us to Plymouth as we are carrying a VIP of great value."

The Berettasian radioman forwarded the request to the nearby airfield. "Requesting two S38-PF airships to be deployed immediately for an escort mission to Plymouth."

"Right away. We'll be in the air in less than 10 minutes."

"Cheers mate." He then radioed the Metzen airship again. "We'll have an escort of two of our S38-PF fighter airships in the air and rendezvousing with you in less than 10 minutes. Continue on your current course."

In precisely 7 minutes the airships were radioing the Metzen zeppelin informing it of the escort to Plymouth and the course bearing to take.

"Roger that, we will be continueing on our current course."

The radioman gave a nod to the Chancellor, who was at that point back from his walk and making sure everyhting was alright. Looking out the window he could see the Berettasian craft coming to escort them. They would be in Plymouth soon, and hopefully they could get this whole mess sorted out soon enough.
