Not every single marine working for Malcador has to be a Grey Knight.
40k is huge the non pysker members could have formed an orginzation completely different.
Maybe they end up working for the High Lords as thier direct arm.
If the Inquisition has some Marines on standby you do not think the High Lords do too?
They are only the most important 12 people in all the Imperium, hell I wouldn't be surprised if they had thier own pair of Custodes, since they are the "Voice"of the Emperor.
Probally not though or Vandire would of had a Van-Glave shoved up his rear tongue.gif

We are not talking about every astartes, just a special 8. The list given to Garro by Malcador was extremely important. Why send Garro all the way to places like Istvaaan to find some one who is not a potential Grey Knight? How could Malcador know Loken was alive if he was not a psyker? Yes Loken would be of value as a non psyker knowing what he must but i don't think it would be worth the effort and resources. The team being assembled is for the future, not to serve as a bodyguard or muscle for High lords.
