Well I have started writing up a Truescale Marine dex for use with my upcopming truescale ph salamanders. I am trying to keep it as fluffy as possible and as such am stuck on librarians.

They need to be more powerful, and as such need better powers. I am having 2 levels of Librarians. Lexicanums(lowest level) and Codiciers(standard librarian). I have recently read alot of fluff on librarians and it annoys me that all librarians in game use lightning and not fire and things, so I am introducing a system where you pick a lore. Also psykers not just librarians are a lot more powerful in the fluff.

I would like suggestions for strains of psykers(lores) and powers as well.

This is a low level power, so that you have a basis for balancing.

Burning Immolation-25pts
The Librarian's eyes glow blue as they channel the powers of the warp and their finger tips become a flaming inferno as the enemy squad is instantly immolated in a ball o fire.
18" range. Target squad immediately combust taking 3D6 S 6 AP 4 wounds. Pinning.

Also I am including Apothecaries, but all marines have feal no pain regardless, so what do you think they should do? My first idea was to make it that any squad within 6" was worth half killpoints as the Apoth removes their geneseed.

I am toying with the idea of chaplains nullifying psychic powers used against their squad on a 3+.

You'll have to give us a bit more context - how powerful are your 'truescale' rules for us to comparatively power up your librarians?

Special rules:
ATSKNF
FNP
Stubborn
Relentless

Equipment:
Bolter
Bolt Pistol
CCW
Frag and Krak grenades
Power Armour

Special rules:
ATSKNF
FNP
Stubborn
Relentless
Psyker

Equipment:
Bolter
Bolt Pistol
Force weapon
Frag and Krak grenades
Power Armour

Psychic Powers.
A Lexicanum may buy uo to 3 powers and may use 1 per turn.

Powers' points costs should range any where between 15 and 70pts.

Powers may have paramators such as Once per game or cannot move and cast.

Avoid this unless you intend to start writing new rules. AP was brought in at the loss of armour modifiers. We saw a few modifiers in 4th edition (Ork choppas) but even those have vanished now.

So, super Salamander powers?

Magma lance
Trace a line 12 inches away from the Librarian. Every model the line touches is hit with a S8 AP1 hit. The line cannot be drawn in such a way that it would touch friendly models.

Volcanic fury
The Librarian's replaces his attacks in assault with 2 S8 power weapon attacks that deal 2D6 for armour penetration against vehicles.

But this is not just for salamanders it is to be used as a general pre heresy truescale dex and so a librarian chooses a legion and gets to choose from a legion spercific psychic power list.

I really like those powers. Also I edited first power.
How about Magma Lance 35pts, Volcani Fury 20pts.
I am planning legion special rules and about 8 powers per legion. The first 2 legions i am doing are salamanders and world eaters.

Well, I have decided to make the psychic powers slightly less extensive, but the psykers will know all 5 powers and be able to cast 2 a turn. So to recap, the salamanders powers are as follows:

Magma Lance(Slightly more powerful now):
Trace an 18" line from the librarian and anything hit by it recieves a S8 AP1 hit.

Volcanic Fury:
In close combat the librarian may make half of his attacks(rounded down) at double his strength. These attacks are still treated as being hits from a force weapon.

Burninng Immolation(Slightly less powerful):
Range 18", all models in target unit take a S4 Ap4 hit. Pinning.

Stone Convulsion:
All models(excluding the librarian) within 12" recieve a -1 modifier to the WS and count all terrain as difficult terrain, until the next player turn.

Wall of Rock:
The librarian and his unit gain a 4+ cover save that does not stack with any modifier till the next player turn.

That is the salamander powers out of the way, so now I will start on the World Eaters powers. Any suggestions?

At the moment only a few of the legions and units have been completed.
May I ask which legion you would intend to make truescale?
As then I would complete their rules next, before I post up the first draft.

If all of them have 'Feel no Pain' as standard.
You could have Apothecaries work similar to Necron resurrection Orbs........

Actually,
Cypher I have already finished the rules for Death Guard and the rules for a Truescale Mortarion. Basicly the Legion Special Rule is that all marines cost 15% less points than normal, as this suits their leanings toward attrition warfare.

Im sorry but I do not know the rules for a resurrection orb. Currently, my thoughts were that the apothecary and his squad would be able to ignore D3 wounds a turn. However, this is subject to change and am very greatful for the idea. I will look it up.

Basically:
It gives every unit with a model with in 6" to make a "Feel no Pain" roll,
even if they have been hit by a Power weapon or a weapon that causes Instant Death.

So including an Apo, will really make your force resilient. :D

@MrBojab Yeh, i like the idea of a small but powerful force, way more fluffy than the 'normal' rules, even if it is a bit restrictive, number of models wise.

Well the first test model didn't end up looking that much bigger than a normal marine, it just looks like a special character or something, so i'll have to keep trying! I'm saving up at the moment so i can get some termi legs and other bits and bobs.

Unfortunately i haven't made much progress lately due to a quickly approaching thesis deadline! Hopefully next month will see a few more test models.
