It took many years for the 'National secrets' act to be passed. It is now the only thing that keeps many magical people and creatures from causing havok in the world. The act gives a strict code of what is acceptable, namely for the control of magical export.
As a result, the export and capture of magical creatures (including humanoids) was made illeagal, although the previous rules on sales were left intact. Previous rules stated that although freedom may have been granted, it was in the jurisdiction of all magical people to return 'escaped' creatures to their respective owners. This was made possible by the patented spell placed upon all captured beings, visible only by the use of yet another spell.
The act also gave guildlines on the use of magic. Although no witch or wizard is prevented from using their magic, unlawful usage on humans is outlawed and punishable by a suspension of powers. Many humans see this as a much needed protection of their rights, but many magi disagree.
