Housing
While those in the institution might be sleeping on rusty prison beds, the rooms at Jefferson's are top quality. They want to keep their future soldiers and scientists happy, after all, so they make sure to keep them comfortable. Although the younger kids, those fresh from their families, share large nursery rooms, the older ones one have to share with three other people, and the rooms are seen to be a regiment of maids so that everything stays neat and welcoming.

The School House
When you're raising generations of children to work for your cause, you need them educated the way you want them. The government pays plenty to make sure this happens just the way they planned it, with extensive patriotic classes and plenty of science training. None of the curriculum questions what these kids are meant to do.

Training Facility
Of course, once students get older they can't be expected to just sit around when they have powers to develop and prefect. Students are divided and trained by talent, according to what the government needs from them.
