At some point, somebody is going to want to have a character who can fire mind bullets or locate mutants with the aid of cerebro. Just in case, I've decided to lay down some ground rules for psi-powers.

First off, psi-powers are a form of magic. They are easier to use where magic is easier to use. They are harder to use where magic is harder to use. They just plain don't work in dead zones.

That said, the methods used for manifesting psychic powers are typically different from learned magic. Some psi-users can activate a power just by thinking about it really hard. Some psi-users have to focus themselves using cards and crystal balls. What psi-powers do not require is chanting and waving around one's arms. When a power looks like a spell, it should be treated as a spell.

There are some things that psionics can do more easily than magic, such as mind reading, emotional manipulation, and divination. There are some thing that psionics are bad at, such as conjuring fireballs, transmuting lead to gold, and creating lasting enchantments.

Having psi-talent does not automatically prevent somebody from learning traditional magic. There might be social difficulties, however, as people tend to be fearful of that which they do not understand.

An organization, known as "The Bureau of Psionic Regulation," exists. It operates openly across all borders, including going off world, for the purpose of tracking and controlling anybody who displays psi-talents or is suspected of possessing psi-talents. It recieves funding from nearly all world governments, and so it's resources are immense. It is very good at keeping tabs on psi-users. Any psi-user using their powers for anything illegal, amoral, or against the interests of The BPoR will quickly find themselves in custody.
