I usually decide on a play style, put in the units that fit that, then go fill in the gaps from there.
I originally wanted a Soviet style IG army, so I made sure I had plenty of cheap infantry units in before I started adding in tanks and other things. I designed my (normal) Tyranid army to be melee, so I was sure to have several melee monstrous creatures and plenty of genestealers, then filled in the gaps in points and models on hand with gaunts, Warriors, what-have-you.
And at least with my IG I have fluff based around my particular regiment, so I try to keep the units to the fluff. Like right now they're becoming renegades after surviving a suicidal mission, coming back and killing their commander as vengeance, so I'm basing my army around the two most destructive and all or nothing weapons the IG can field: plasma and flamers. Plus a decent amount of veterans to represent them fighting for several months and being drastically reduced in manpower, but those they do have being very good at what they do since they'd be dead otherwise.
