The Military


The Citadel Council does not maintain their own fleet or army, as such. Instead their military force is composed of ships and units from the different governments that comprise the Council itself. The Council enforces their authority in space by means of the Citadel Fleet and on the surface of planets and other celestial objects by the marines that guard the ships in that fleet.

Citadel Fleet

The Citadel Fleet is the main space defence force of the Citadel. The flagship of the fleet is the asari dreadnought Destiny Ascension, the most powerful ship of the Council races. The Citadel Fleet consists of a mixed group of turian, salarian, human and asari vessels, though the greater number of them are turian, due to the turians' peacekeeping role. The exact number of ships in the Council's fleets is unknown, but there are enough vessels to patrol every mass relay linking Citadel space to the Terminus Systems and still leave a force stationed to protect the Citadel. Ambassador Udina claimed that the Citadel Fleet was large enough to secure the entire Attican Traverse if the Council wished.

There is no authorised hierarchy for the Citadel Fleet due to its multicultural nature. Instead, during joint operations, each species task force designates a single leader and those leaders – four at most, if all four Council races are participating – work together to bring a swift and successful end to the mission or campaign. This is done to prevent any showing of favouritism between the races. There have been times, however, when a species has ceded their command responsibilities; the salarians and asari are commonly those that cede such responsibilities to the more military-minded turians and humans. Nevertheless, no single race is ever given command of the remaining three.

Council Demilitarization Enforcement Mission

The Council Demilitarization Enforcement Mission (CDEM) was created in accordance with the armistice that ended the Krogan Rebellions. Based at Pildea Station, CDEM's patrols oversee the entire Krogan Demilitarized Zone. CDEM logs all ships passing through the DMZ and has the right to board and search them at any time and for any reason. Under the armistice, CDEM is responsible for ensuring that the krogan do not obtain starship-mounted weapons; the penalty for smuggling these weapons is punishable by death by spacing.

CDEM operates battlestations in orbit above Tuchanka and manages the planetary shroud which prevents Tuchanka's surface from heating to inhospitable levels. CDEM also enforces a quarantine around the debris field of Rothla, and maintains a small garrison at Ruam's helium-3 mining stations to prevent the sale of fuel to criminal elements.

Special Tactics and Reconnaissance Branch

Spectres are agents entrusted with extraordinary authority by the Citadel Council, including the power of life and death over the inhabitants of the galaxy. They form an elite group selected from a number of different species, and their primary responsibility is to preserve galactic stability by whatever means necessary. Though they are generally considered as being above the law and have complete discretion as to the methods used to accomplish their mission, an individual's status as a Spectre can be revoked by the Council in a case of a gross misconduct. Spectres work either alone or in small groups according to nature of a particular task and to their personal preference. "Spectre" is a syllabic abbreviation of Special Tactics and Reconnaissance.

Spectres have no command structure. They answer only to the Council, and in some cases the Council prefers not to know the exact details of how a Spectre accomplishes their mission. Spectres act in any way they see fit, either with careful diplomacy or ruthless force, being officially above any law. Some people, like Executor Pallin, see Spectres as a potential risk because they are not constrained by the law, while others are in awe of them; Officer Eddie Lang mentions Spectres on vids are portrayed as super-agents always on some mission to save the galaxy. The assignment of a Spectre is often less contentious than a military deployment, but shows that the Council is aware of a situation.

Candidates for the Spectres typically have years of military or law enforcement experience before even being considered. The screening process involves background checks, psychological evaluations, and a long period of field training under an experienced mentor. Because of the rigorous selection process, Spectres might sometimes use unorthodox methods but they rarely go rogue. When it does happen, the only solution is to revoke their status, then send another Spectre after them. No one else would be up to the job.

Geography


The reach of the Citadel Council is massive. Every government that joins the Citadel – either as a member state or an associate member – is by default under Citadel jurisdiction. Essentially this gives the Citadel control of over half of the galaxy, including but not limited to the Attican Traverse, the domain of the Systems Alliance, and the home regions of the volus, turians, asari, salarians, elcor and hanar. There are no 'major' locations for the Citadel Council with the exception of the Citadel itself, because in truth all planets, celestial bodies or star bases belong to one of the governments that make up the Council. The Council is merely the supranational body that governs, but does not own, them.

The Government


On the surface the Citadel government appears quite simple. Many see the Citadel Council as the only authority over everything. Four councillors currently comprise the Council; one for every member state. They are elected by their own governments to serve as their representatives on the Council for an undetermined period of time; it is not currently known whether there is a method of removing a councillor from their position though one can assume a majority vote by the Council or the governing body of their own government would suffice. The Council is the executive and legislative body of the Citadel, creating and passing legislation as they see fit and imposing sanctions on whomever requires it.

Each member and associate state is granted one ambassador to represent them before the Council. In the case of member states this ambassador can serve as a stand-in if the councillor is absent for any reason, and can also be used as a go-between between the councillor and the governing body of their government. Ambassadors for associate states typically represent the views of their governments before the Council, debating and arguing points before the Council on behalf of their own governments. It is sometimes the case, as the volus did, that associate states can put legislation to the Council via their ambassadors for consideration; an example of this is the volus-created Unified Banking Act.

The judiciary is harder to understand. At the base level are the tribunals; there are a number of these and they deal with minor offences such as driving offences, misdemeanour’s and so forth. Above the tribunals are the courts; these deal with more serious crimes such as assault, battery, large thefts, murders and so on. There are less courts than there are tribunals, meant to represent the fact that there are supposedly a lower amount of serious crimes. The Citadel Council itself acts as the supreme court; they deal with the most serious of offences. Treason, genocide, war crimes, issues involving Spectres and classified cases all come before them. A case can be appealed from a tribunal to a court but cannot be appealed to the Council.

In order to alleviate their workload the Council has a number of departments, committees and agencies in place. An example of a department would be the Department of Finance, which deals with all financial matters pertaining to the Citadel such as the transferral of credits from one group to another, allocation of funds to C-Sec and other groups and so on. Committees are generally more numerous and specialised but usually temporary; the Committee on Habitable Worlds, for example, focuses on whether a word can be colonised, if it should be, the resources required etc. Agencies are permanent groups that specialise in a particular field and are permanent; Citadel Security – the police -, Citadel Emergency Services and Citadel Travel Advisory are all examples of such agencies.

The Economy


As a general rule the Citadel itself has no economy. Like the military the economy is comprised of funds allocated from every member and associate state. If one were to calculate how much money the Citadel receives per annum the figure would be staggering, for it combines a portion of the wealth from over nine governments. This wealth is used to fund departments, colonisation efforts and so on; usually funds received are distributed back outwards in order to ensure the galactic economy remains stable and the community is able to grow.

Diplomacy


A difficult issue for the Citadel, as they must manage the diplomatic affairs of their member and associate states as best they can. Usually if a member or associate state finds itself being aggressively pursued by an enemy the Council will attempt to enter diplomatic negotiations to end the conflict but, where it cannot, the Council will either step back – as it did with the Geth war – or become involved on the side of their member or associate state.
