I have an NTSC DVD image but in Europe we have the PAL system. Although most PAL DVD players will play NTSC discs, the picture gets jumpy because the player is throwing out every 6th frame (30 fps -> 25fps). Some players just refuse the disc. Other players still will output NTSC which turns into a black/white picture if the TV set is not compatible...problems...problems...
So...in 80% of the cases it plays but rarely is the picture quality optimal.
Most movie converters can do a simple NTSC to PAL conversion but the result is poor. They just throw out frames, making the picture 'jumpy'. The same as playing an NTSC disc on most PAL players.
There's no simple home solution for this. I thin this has to be done professionally.
Please release the next Loose Change in PAL format too.
I have many films, ntsc or pal, they always play normal on standalone dvdplayer or on pc.
Other thing is that that I have LC2 in pal on dvd, so I think LC:FC would be that same.
