Yogan no Sato is a large, spread out village located on the border of Fire and Earth near an active volcano that erupts at least once every few months. The volcano is called Hono'ogami Yama, or Burning God Mountain, and thanks to its regular eruptions the villagers who live here have had to adapt to an ever changing life. That is until some time ago when, despite the tension between Leaf and Stone, the two shinobi villages sent a number of their retired ninja to the village to teach the villagers the ninja arts, so that they would no longer have to live in fear of the volcano.

Because no academy was every set up, this is not an official hidden village, and as a result those who learn the ninja arts usually don't become shinobi, and if they desire to do so they must travel to either Iwagakure or Konohagakure to receive missions and other such work.

Because of the environment and the nature of the two different village which came to the aid of Yogan, the shinobi of this village are very talented with fire and earth release, and have begun to develop some lava release techniques as well.

Recently a new lord has come into power over the village and unrest have settled among the villagers. This man, Hakurei Goshin, a jonin ranked ninja, believes that the village should establish their own ninja academy and sever their dependence on Leaf and Stone, but the villagers don't want this because they believe that if there is another war they will be dragged into it and the village could be lost. It is feared that a civil war may break out in the coming days.
