Yes, but there seems to be little truth to that rumour. All sorts of false accusations were made in repeated attempts to discredit Elizabeth.

Here is a good summary of what happened:

Read this, the Elizabeth files.

Basically he fell out of favour with the young King and with the majority faction of politicians led by his brother.
