Well first we need to get into early game. Jill isn't there so we assume neutral, right?

For starters there is no way he can be doing any worse than neutral at this point, because he can do the same thing as Jill; nothing. Next we see he's a required unit for chapters 1, 2, 5, 6, 7, 8, and 9. He could even skip 10 and 11 and not 'waste' a unit slot, and still surpass Jill in level when she first shows up. So Oscar is > Jill earlygame already, but just by how much?

Well he's not exactly putting a huge dent in your funds this early on, and the experience he gains is about as much as what your other units gain. And if he does any worse than he does good at times (not saying that these times happen, just hypothetically) then he full well has the option to do nothing. Eventually he gains some pretty nice stats and his mobility is a huge asset. Against sword and lance users he's good offensively, helping you get through the maps faster and more efficiently. His stats don't fail compared to others sans Titania, and I'll actually claim him being more useful than most all of them. Being one of, if not the best unit for the chapters leading up to Jill is showing that his lead on neutral is huge, his lead on Jill is huge.

Now about chapters 10 and 11. Chapter 10 his mobility is really good for getting passed those tight situations while you're sneaking and getting the bonus experience. And he recruits Kieran, and with Kieran being one of the best units in the game that's pretty big. Chapter 11 his movement allows him to be a good unit in most all of the time. And the other units that you would bring are your unpromoted archer, demi-bandless laguz, a thief, an outdated priest, a lame swordsmen. Need I go on? Oscar is easily on the team.

So all of these chapters, and some where he can gain quite a bit of experience (chapter 5 for example) he'll be at least around level 14 when Jill comes up. I'll just place him at that to leave small room for argument.

Before getting into our numbers and such, what about supports? Well Oscar supports both Ike and Kieran. His affinity is very good, so they both want him. Ike is a required unit so of course he's coming. Kieran is a god tier unit that is consistently very good, so he's coming more than enough of the time to just assume him. So far Oscar has a B with Ike and a C with Kieran at this point. He could get an A with either, and he's both of their fastest options. No matter who he chooses the other still gets full supports a lot of the time (Soren, Marcia), and he can easily choose which one wouldn't if it were to show up. I'll be taking A Ike B Kieran.

Jill supports Mist, Lethe and Haar. Mist is a pretty good unit and she'll be able to get an A with her. However Lethe is definitely getting dropped soon enough as she isn't the best choice for a Laguz and using her takes the demi-band away from others or she's just mediocre. Haar arrives very late and doesn't boast enough utility to compensate. Sometimes he'll be used, but this is a very, very shaky B support. Even then it won't be helping her (or him) until very late.

Also Oscar gains 10% Crt from both Boyd and Rolf when standing next to them. If Rolf played (granted unlikely) it's not so uncommon. It's a nice boost even for the small time that him and Boyd are standing next to each other. It's not that big, but Jill surely doesn't have an answer to this.

Well she sure as hell doesn't look like she's got midgame in the bag to help compensate for her massive losses in earlygame. Because, well, she still has said massive losses. Lets she if she can get back up from this verde blast.

Things are starting to look better. By that I mean Jill is actually winning in some stats. I'm going to take this time to point out a few things.

-Mist is a healer and Jill is a flier. Mist isn't promoted yet so they have very little time together. In these cases Jill is now on about the same level when it comes to atk, and her leads in defensive parameters are now losses. Her (huge) loss in Eva also becomes more noticeable. To be blunt Jill is back into "fail" mode without Mist, and that's more than likely enough to already assume Oscar is being better.

-Loleva. Oscar has reliable Eva to dodge nearly everything thrown at him. This lead and this lead alone will strongly set it so Jill cannot pass him defensively. She can be winning in Def and Res massively even, but Oscar's evade is so high that he won't get hit, and even if he does then he has his other defenses that are easily reliable enough. Now you have to factor in that Jill isn't winning "massively" in Def and Res; marginally more like it, and sometimes she isn't even winning.

-Oscar's higher AS and Hit surely lets him compete offensively, and the times that Jill wins it's definitely not enough to make much of a difference. The times that Oscar wins it's huge. In the case that Jill misses, she just lost half of her dmg output. In the case that Oscar doubles and she doesn't, then she's obviously doing a lot less offensively.

This part of the comparison was to be nice to Jill as Oscar is now going to promote. AKA the biggest stat level up any given unit can receive. When Oscar is promoted and Jill isn't Oscar will be leading statistically without debate. So Oscar has the first end of midgame for sure. The bonuses make it so he'll be leading for some time after it too, what about when midgame is coming to an end?

So offensively Oscar is doing very notably better against units that either Jill misses or Oscar doubles and she doesn't. She's doing marginally better against enemies that both of them can't double and both of them can double. Jill could grab some hit by equipping a better weapon, but she definitely won't be able to beat Oscar that way. Also Oscar can equip a better weapon if it's actually necessary, which it definitely isn't all of the time. Jill can't say the same thing if she misses/doesn't double.

Defensively it's no contest as she has a minor lead in def while he has a massive lead in Eva that causes him to not get hit. And those high Skl enemies still would take a massive amount of rounds to even get him at half HP because it isn't like his HP (higher than Jills) or Def is unreliable.

What we have is Oscar dominating early game. Winning midgame with Jill not even caught up by the end of it. So basically I could give Jill endgame and still have Oscar better (unless you prove some of the above wrong). However she doesn't even get endgame as Jill is obviously starting out worse as seen by the comparison above. She can't get up to his defensive status. And even endgame her offensive leads just aren't enough to make a difference as Oscar can now equip those strong weapons much better killing off all those enemies that Jill can anyways. And again in the cases that Jill doesn't miss/double she can't say the same, granted those cases don't come up as often anymore.
