Chapter RPs are created by RP mods, and cannot be started by members. However, anyone may join them (assuming you meet the requirements), and anyone is free to discuss them in the appropriate topic.

Individual RPs are role-plays created by members as a way to advance their own sub-plots. Any member can create an RP at anytime here, no matter if your character is in a battle or not currently. It is up to you to decide how the RP fits into your character's story timeline, and these RPs have no effect on the overall storyline of the chapters. Try to be reasonable about the storyline; keep it in the spectrum of the overall time period, and try not to go overboard with outlandish ideas. Any number of members and characters may join individual RPs, including country NPCs. You may only control your own characters, and you may not control country armies or soldiers without the CL's permission. Any action that would affect the overall storyline of the chapters is not permitted, including wars.

A character can participate in multiple individual RPs at one time, and you may enter and leave them as you wish. Be warned it may be harder to keep up with multiple RPs at one time, so it is advisable to only be in one at a time. If you would like to have people sign-up for your RP, you may post in RP Discussion that you are seeking participants, or you can individually PM members you would like to join you. Characters may only join RPs with permission from the creator.

Some good ideas for RP storylines are: quests involving guilds, fights between characters, storylines leading up to SQs, or simply traveling to other countries. If you need any help creating a storyline, feel free to PM any of the RP Mods.
