what are the rules exactly?
i couldnt find a topic and i looked in the profile creation topic but it wasnt there. i know that carl and DOZ have NPCs wit their character. I am interested in making one to pair with my character later as his personal story develops. Is it too late for me to make one? and they cannot level up, i assume. thanks for the help guys, sorry for being a burden. --------------------

Selaina is a Country NPC that DOZ let Carl use. If you want a NPC, talk to your Country Leader.
