No, you see him when you take the sacaen route instead of the ilian route. bartre/echidna route has nothing to do with it.

no, the echidna/bartre paths depend on visiting certain villages or something.
the Sacae route is taken when your nomads have more EXP than your pegasus knights. and it's obvious the opposite results in the Ilia route.
You do get characters exclusive to those routes as well. Smexy Falcon Knight Juno in Ilia or Manly Nomad Trooper Dayan in Sacae.
