1) Yes. The less you give him, the worse his stats get.
2) Lou and Rei are Nino's sons, Clarine and Klaine are Pent and Louise's. Her parents are unknown.
3) No, Wolt is Rebecca's son. Cass has an unknown familly.

Is he worth it though? I dont like paying big bucks for characters -_-

If you didnt train Lou or Lillina, do it. He is actually good, he just comes late. If you dont want to pay a lot, use some money for his members card.
As for Shin; He is not related to Rath, but Sue is. Dyann is also Raths father.
