Kinda similar to Fire Emblem..
I would try using different attributes like dexterity or intellect.

Choose a maximum number for each stat. Fire Emblem games generally have a maximum of 30 for each stat excluding HP. There are other rpgs where the stats are in the 1000's, so it really depends on how simple or complex you want the rpg to be.
You will want to have base stats for each character individually. These will determine the character's strength right when you get them. Growths determine how often the unit will gain stats which occur when you level up. To limit how strong a unit can get, there are caps. They stop the units growth in that specific stat once they have reached the cap. For an example, Ephraim's str cannot exceed 27.
That's basically it. If the RPG is based of fire emblem like the RPG here, you'll want to make sure that you use the correct formulas for battling. If you are making a custom RPG that is not based off of fire emblem, try making your own formulas.

Ok I need help with pretty much everything. I'm making a samurai like feudal Japan RP and I need alot of help running it won't be too hard I just need help setting it up.
Story: In the years following the Kamakura shogunate one emporer Taishi of Fujiwara decnt pledges his body to a devil. he now leads an army of demons against the ranks of a few feudal warrior clans.
that's all I got so far and I don't know quite where to go. I also want to run my RP by having like one battle last 1 or 2 months before a major event occurs. so I want a timed event system.

Use narration oh wait nevermind
1.) Make sure names are accurate.
2.) Develop Characters. Why did he pledge his body to the devil? What's his past like, and who was he influenced by? Development of the antagonist is just as important as the protagonist.
3.) Choose a theme for your plot.

well it's feudal Japan, I guess the theme would be betrayl and war, also characters are made by the mebers limit one per person.
I have a full character sheet for Emporer Taishi, that explains his motives.
