Yup. If we get new improvements, they should target new areas, such as resource interaction, military, nuclear weapons, or perhaps land or environment. There's a lot of ways you could go with a new improvement, but adding another generic +income improvement won't get much support from the bigger nations that would actually use a new improvement.
