So, here's the issue. Nukes are just oversized CMs right now. And it's the same 150 infra no matter who's launching it.
My proposal: The ammount of damage a nuke does is dependent on how much tech you have. And possibly, the number of nukes you have being dependent on infra.
A real life example: Buth the US and North Korea are nuclear capable. The US has big ass, terrifying weapons. NK is limited to underground test explosions of small bombs. The technology of each nation determines how powerful their nuclear capabilities are.
See, nukes are staying in one place at 150 infra damage, while the nations capable of purchasing them keep getting stronger and stronger. A nuclear weapon is not supposed to be a big bomb, it's supposed to be a devistating, terrible weapon. And right now, nukes are becoming weaker and weaker.
Another thing which could be added under this system, or rather, removed, is the whole top 5% deal. Make some set-in-stone requirement for nukes. The power comes as you grow your nation, allowing the nuke to remain the terrifying weapon it's supposed to be.
EDIT: Also, perhaps, bigger nukes make for more days of nuclear anarchy as well? Why limit Technology's influence to just the infra damage?
EDIT 2.0: How about a set-in-stone requirement of 3k infra and 300 tech to purchase nukes?

I'm all for changing the 5% limit, it's now pretty well impossible to become nuclear because of all the nations becoming inactive and being deleted, this makes the number of nuclear capable nations at a small and shrinking limit. I suggest a limit for it of 2500 infrastructure and 250 tech. This limit is high but not impossible, this also makes it so new nations nations have an opportunity to be just successful in this game.

Nukes are quite potent, but it's not due to the infra loss but to the mayhem caused in your collections during nuclear anarchy. If you get nuked enough to stay on nuclear anarchy for 20 days, boy, it's a HUGE impact in your nation, even if you're getting aided.
Anyhow, I'd like to see tech beyond 300 improving a little the nuke's damage.
