* Have set their alliance afilliation to "Imperial Military Union"
* Be in no offensive wars, or defensive wars against any recognized alliance (more than 5 members).
Nations not fulfilling these criteria may be accepted at the discretion of the Rulers.
Article II: GovernmentRulers
There will be two Rulers of the alliance. They are the highest members of government. They serve until death or abdication. In that event, the departing Ruler will appoint the new Ruler to be his successor. The first Ruler shall have the title of Emperor. The Emperor will be the supreme head of state. The Emperor's responsibilities include, but are not limited to, issuing decrees and making day-to-day decisions about all alliance issues. Final decisions on all governmental issues shall be binding. Lord Thor shall serve as Emperor. The second Ruler shall have the title of Altus Dux. The Altus Dux will be the supreme head of the military. The Altus Dux responsibilities include, but are not limited to, issuing all military orders in time of peace or war as well as appointing any and all military officers. Final decisions on all other military issues shall be binding. Tiznoast shall serve as Altus Dux.
Councils
The Councils are chosen by the Emperor and Altus Dux to carry out the running of the alliance. The size of the various Councils, and the functions of individual members, is left to the discretion of the Rulers, and are subject to change at any time. Members of the Councils may be appointed or removed at the discretion of the Rulers. Current councils are: Internal, Financial and War.
Article III: PowersThe powers of the Emperor and Altus Dux shall not be limited to those set out in this charter, rather they will have the authority to make any decisions, appointments, decrees or military directives in peacetime or wartime for the good of the Union.
Article IV: AmendmentsAny member state may propose an amendment to this charter. A vote will then take place, and the amendment will need three quarters of the vote (75% +1) in order to pass. If the amendment does not pass, it may not be submitted again for one month.
