Research BasicsResearch will be a new way to improve your nation. You get a research lab, then you research. Research will vary in effect depending on the type of research that you fund.
For example, if you fund construction research, then you will decrease infrastructure upkeep and cost. If you fund medicines, then you will increase your population. The amount of things that you can research will depend on the amount of research labs that you have. The most you can have is three.
LevelsThe amount of research that affects you depends on your research level. For example, the funding of medical reaserch could go like this.
Level 1- +1% to population
Level 2- +1% to population
Level 3- +1% to population
Level 4- +1% to population
Level 5- +1% to population
Level 6- +1% to population
Level 7- +1% to population
Level 8- +1% to population
Level 9- +1% to population
Level 10- +1% to population
The effects stack, so if you have level 10 Medical, then you increace your population by 10%.
Time and CostThe time and cost of the research depends on the type of funding you pick. There are 3 types of funding. Normal, Quick, and Fast. Normal funding has 10 days to finish a level, quick funding has 7 days to finish a level, and fast funding has 5 days to finish. The price also increase with the type of funding and the level you are funding. Also what your funding will differ the price. One type of funding can go like this. Alpreb suggested that you need tech for reaserch. The amount of tech you need is the level research times either 10 or 20.

Tech costs
You have to have 10 tech per level per research. So for example, if you want to have three level 10 research, then you would need 300 tech. If you are getting six level 8 research, you would need 480 tech. And if you are going for ten level 10 research, you would need 1000 tech.

If you aid tech away, or you lose it in a war, then the effects of the research that needs the tech freezes until you get more tech. If you don't get more tech in 10 days, then you have to fund the reserch levels you lost if you want them back.

Reaserch Upkeep
It costs $5,000 per level per research. So if you have one level 10 research, then you will have to pay $50,000 extra everytime you pay taxes. If you have two level 3 research, then you will have to pay $30,000 extra in taxes. If you have ten level 10 research, then you would have to pay $500,000 extra in taxes.
I think these changes would be good as it would balance it more, and it would also require more strategy as you could end up losing money.

Research LabThe research lab can look like this
Lab. The most you can have is 3. The effects of a lab is a 2% increase in citizens income, and also an opening of a new reaserch slot. It would cost $200,000.

Basic ResearchBasic reserch is like other types of reserch, but it only has one level. It still has basic, quick, and fast funding, but it is more expensive, at $50,000, $100,000, and $200,000 per day. You still need 10 tech for it, and you still pay $5,000 per day for it. Some examples of what could be done are:
Advanced Police- One day less of non-nuclear anarchy; -2% soldiers needed as police.
Millitary Removal- Can dismiss both soldiers and tanks in the same time period.
Conservation- +10 citizens per mile; +10% land; +1% population

Research LimitIf you want to get a new research type, but you don't have enough tech or something, you can turn one of you current reserch that is finished funding, and swap it for something else. You can turn it on when you get enough tech, or when you turn something else off.
