I have very little programming experience, but I don't hink implementation schould be that difficult. Only the prices may be a bit high, as the others already stated.

Wow, cool idea.
I have a little constructive criticism, though. ^_^
Firstly, however much I hate to say this (I have Construction too), I think the extra ship with Construction has to go. The Construction is already one of, if not the strongest bonus resource there is. Adding the possibility of an extra 4 income for those with Construction will completely tip the scale. Nations will need it in order to be on the same level as others.
Another thing, the upkeep costs should start lower, or the infrastructure requirements should start higher. Currently a nation would need ~5700 citizens in order to make a profit with the Barge. Small nations will seriously hurt themselves. :)
Other than that, I like it very much.

if you have a harbour, but no own ships, the ressources would be transported by independent transportation companies. I you have own ships, you don't have to pay those guys -> more money for you.

Upkeep is too high for the smaller ships and needs rebalancing in my opinion. Assuming a 28% tax rate and not counting income bonuses the breakeven points are:
Barge: $800.00 upkeep / $0.14 tax per person = 5715 citizens Coastal trading vessels: $1,000.00 upkeep / $0.28 tax per person = 3572 citizens Roll-on/roll-off ships: $2,000.00 upkeep / $0.42 tax per person = 4726 citizens Reefer ship: $3,500.00 upkeep / $0.56 tax per person = 6250 citizens Tankers: $5,000.00 upkeep / $0.70 tax per person = 7143 citizens Container ships: $7,000.00 upkeep / $0.84 tax per person = 8334 citizens Bulk carriers: $10,000.00 upkeep / $1.12 tax per person = 8928 citizens
As you can see from the chart above, the Barge is useless, by the time you have enough people to break even you can get Roll-on/roll-off ships; the upkeep should be lowered to about $500.00 or less.

I tried to edit a bit in the upkeep, and raised the requirement to 300 infra for the barge. :) What would you suggest for the prices, requirements & upkeeps, you sound to be better to CN-Calculating :P ;)

The new Break even population counts are as follows:

Now to look at the payoff time and daily income. How long, at the required infra, assuming 9 people per level, does it take for the ship to pay for itself?
Barge: 2,700 citizens * $0.14 tax per person - $400.00 upkeep = -$22.00 daily income $20,000 cost / -$22.00 = Never paid off Coastal trading vessels: 3,600 citizens * $0.28 tax per person - $800.00 upkeep = $208.00 daily income $40,000.00 cost / $208.00 = 193 days Roll-on/roll-off ships: 5,400 citizens * $0.42 tax per person - $1,000.00 = $1,268.00 daily income $60,000.00 cost / $1,268.00 = 47 days Reefer ship: 7,200 citizens * $0.56 tax per person - $2,000.00 upkeep = $2,032.00 daily income $80,000.00 cost / $2,032.00 = 40 days Tankers: 10,800 citizens * $0.70 tax per person - $3,000.00 upkeep = $4,560.00 daily income $120,000 cost / $4,560.00 = 27 days Container ships: 16,200 citizens * $0.84 tax per person - $5,000.00 upkeep = $8,608.00 daily income $180,000 cost / $8,608.00 = 21 days Bulk carriers: 22,500 citizens * $1.12 tax per person - $7,000.00 upkeep = $18,200.00 daily income $250,000 cost / $18,200.00 = 14 days
The upkeep on the barge is still too high. And, I think the tech requirements are way too high, they should be 1/4 what they are now.
