Charon (Lord Belial) of the Red team, purchased a nuclear weapon on 9/2/2007

I was watching his nation all today, and it is impossible for him to have been in the top 5%, i am puzzled as to how he has done it, and feel that it may be a bug.
He has also threatened to nuke me tomorrow, so a quick response would be welcome!
