Now, in this game, no matter who you hit with a nuke, it deals the same amount of damage. Personally, I think that this is unrealistic. Larger nations that have more major cities should be able to take a nuke compared to a small nation which has all of its eggs in one basket.
Take, for example, the United States and Russia. Russia has a pair of the largest cities in the Western World, however, these are the only extremely large cities it has. The United States has its population spread out across its boarders, and thus could take a nuke to a city without losing most of its urban population. [/morbid as hell]
Anyways, I suggest that we simulate this by making land have an effect on the abilites of a nuke.
Lets say that having 30 people per mile (PPM) is 'normal'. At this point, nukes deal 140 damage to infra. You go higher, and it deals 2*your people per mile more. If you go lower, the infra damage is lowered by 2 for every lower PPM.
I like the idea. It makes it more realistic.
