At the time of this post:
- My aid screen shows my 5 aid slots, 2 expired
- I try to make a foreign aid and it says I have all the slots full

just go to the expired ones and click to delete them

yea try deleting the old ones

I did that and it worked.
I assumed, since an aid was expired, that it wasn't count (just like old wars doesn't)
