The game shows one time but when you check the time stamp for declared wars there's almost a min difference.

Yes, I see this too (as does everyone who looks). Possibly caused by the differences between hardware and software time, in which case I suggest NTP.

But it allows you to declare war on a nation with full slots a minute before the the nations other wars expire.

NTP would do nothing for this problem.

NTP would certainly solve the sync issue between hardware and software, not sure what you mean exactly. Problem could be caused by something else though.
