Title: New Improvment: Pharmacies

Drug traffickers are crossing into your borders from all sides bringing with them narcotics and an assortment of recreational drugs. Many of your citizens are becoming addicted and have been unable to hold steady jobs which is both endangering your citizen’s lives and hurting your economy. What is your government’s position?
Reasons for this improvment:
1) Our nations have hospitals and clinics, which help people recover from sickness or injuries. How will the distribution of medicine be taken care of? By making pharmacies!
2) Makes the government position actually affect something.
3) It's time we have more improvments. More variety of choice for newer nations, and more things to look forward to for older nations.
Requirements:
1) Must have set a government position for the scenario stated above.
2) Must have at least two clinics.
3) Must have at least one hospital.
4) Cost is $420,000 per pharmacy.
5) Must have a literacy rate of at least 80%
6) Limit one (1) pharmacy per nation.
What it does:
SECTION A: If you chose the option: "Our leaders are aware of the situation but are too addicted to drugs themselves to do anything about it."
Note on this option: Since you, the ruler, are addicted to drugs, it's natural that you'd promote taking drugs to your citizens, and also put normally illegal drugs (e.g. crystal meth, heroin, cocaine, etc.) in the pharmacies for people to buy.
1) Population happiness +6.0 (Citizens are high on drugs. They're happy! :awesome:)
2) Citizen income -$3.50 (Some people are too addicted to drugs to go to work)
3) Population count +0.5% (Even though people die because of recreational drugs promoted by the nation's ruler, good (normal) drugs are distributed more efficiantly by the pharmacy, curing sick people.)
4) Environment -1 (Drug addicts don't care for the environment...)
SECTION B: If you chose the option: "Our nation will open new rehabilitation centers and educate our citizens to the dangers of drugs, but we are not prepared to declare an all out war on drugs."
Note on this option: Your pharmacies will help people tremendously because there are no illegal drugs sold in it. However, illegal drugs are still [commonly] sold on the streets/in the black market because your nation isn't 'prepared to declare an all out war on drugs."
1) Population happiness +2 (People get medicines quickly and when they need them. Less people die! :)))
2) Citizen income +$1.50 (More jobs available - Citizens can become pharmacists)
3) Population count +2% (Self explanatory)
4) Environment unaffected.
SECTION C: If you chose the option: "Our military has been positioned at all border crossings and is arresting all drug traffickers. Drugs are illegal in this nation."
Note on this option: Since your government is cracking down on illegal drugs (lol, no pun intended...), there are almost no illegal drugs in your nation. Your pharmacies lose some customers (drug addicts have lower immunization systems, so they get sick more, so they need medicine from the pharmacies). But then again less people get sick because of no illegal drugs.
1) Population happiness +1 (See section B.)
2) Citizen income +$2.00 (More jobs available AND lesspeople are addicted to drugs, so they can go to work)
3) Population count +3%
4) Environment +20% (Less illegal drug labs/less drug addicts)
And to top it all off...
...if you get the event: "Recently a cure for the flu has been found within your nation. There is a limited amount of vaccinations to go around." and you have the pharmacy improvment and if you choose the option: Option 2: Keep the cure secret and only vaccinate your citizens. Citizen count +15%, then your citizens will get an income boost of $0.50 because of obvious reasons.
...and as all my suggestion topics go:
tl;dr version: vote yes!
EDIT: Fixed some punctuation mistakes.
EDIT #2: Changed the price of this improvment from $340,000 to $420,000
EDIT #3: Nerfed the population boosts a lot. Also nerfed the happiness levels/income for options B and C, but increased happiness to +6 for option A, so that it would be a considerable option to take.

This isn't pumping eeryone with more money. You have to pay for a pharmacy, set a government position, AND you have to own two clinics and a hospital. This adds more dimension to the game. It makes government position actually matter...

Yeah, the nuclear power plant one was way too overpowered when it first came out, but now it's not. This one... it isn't overpowered. The population bonii are small, and the requirements are a lot, compared with the improvments we have now.

Then make it such that everyone is worse off after implementation rather than before implementation.
Further, this is ridiculously overpowered. Each of these improvements would be worth over $800k in additional revenue to me a day.

Well, 7% to base income is far less than 5% pop, +2 happiness, and $2 to income.
This improvement is more powerful than a bank and a stadium put together -- it would be the new super improvement.
And yes, the last thing CN needs is more money in the game economy -- people have entirely too much disposable income to throw around as it is.

Bank cost = $90,000
Stadium cost = $110,000
Together $200,000 would equal +7% income AND +3 happiness
7% income is way more than $2
Also the requirements are far less than a pharmacy. And pharmacies are way more expensive than bank+stadium, so the 5% pop boost is worth being there.

I agree with everything accept the happiness ratings. They should be lowered and reversed, obviously you've never worked in a drug rehab center. Dope heads are not happy people, I don't care what you think!
Section A) Everyones a dope head: -2 Happiness, with everyone on drugs, including the government, your nation is going down the tubes in a heartbeat!
Section B ) Rehab & education: +1 Happiness, Education would help prevent drug abuse and rehab would would get some peolpe on the right track. Resulting in a more stable society.
Section C) Arresting drug trafficers: +3 Happiness, more stable economy, less crime, better society!
Also, for an improvement, the cost is way too high! Why should a pharmacy cost more than a hospital? Maybe you need to nerf all the benifits a bit.

There you go, feel free to suggest it to Admin! Having worked in drug rehab in the past, I just hate to see drug use glorified for any reason, even in a game. I've just dealt with too many ruined lives and families I guess.
Over all, however, I think it is a good suggestion for an improvement or wonder, whichever way it goes! :J
