Charter of The Phoenix Federation Preamble: The Phoenix Federation (hereafter TPF), a White team alliance, is dedicated to the education, growth, and security of its membership. To achieve these goals, TPF will train and aid members; and maintain a powerful and honorable military; and preserve strong commitments to its allies. Article I. Naturalization Requirements Section 1.01 TPF Applicants – Application Procedure (A) Conditions for Applicants (1) Applicants must not be currently engaged in any wars with the exception of war against the alliances of 'none', 'None', and 'NONE'. (2) Applicants must not be on any perma-ZI list of any of our allies (3) Applicants may not be a member of another alliance. Dual-membership is forbidden. If dual-membership is discovered by TPF, the Applicant will be expelled and sentenced to ZI. (B) The Applicant must sign into the Applicant sign in-thread on our forums with the following information. (1) Nation Name (2) Leader Name (3) Nation Link (4) Team Color (5) Recruiter (C) By signing up the Applicant agrees to abide by this Charter, Code of Conduct*, and Tech-Raiding rules. Section 1.02 TPF Applicants – Acceptance (A) All Applicants under 2000NS must switch to the White team within 7 days of applying. Nations above 2000NS will be decided on a case-by-case basis (B) An Applicant must complete training/testing for Level I Membership. Article II. Leadership Section 2.01 Triumvirate – A group of 3 equal leaders that are the highest heads of state for the alliance. If the founding Triumvirate (Timlee, Slayer99, Geopet) resign, the replacement must be a member of TPF to be considered for appointment. (A) Appointed for life or until resignation (B) Primary Duties (1) Vote on Aggressive Wars a) Requires a unanimous decision of the Triumvirate b) NOTE: TPF will honor requests by MDP and MADP allies (2) Vote on treaties a) MDPS or MADPs require a unanimous decision b) NAPs, PIATs or TOAs require a majority decision (3) Appointments a) An appointment to a Ministerial position can be decided unilaterally by one member, but overturned by a majority decision (4) Member Sanctions a) Determine sanctions on alliance members up to expulsion and ZI-list (5) May veto decisions made by the Defense Council with a majority vote of the Triumvirate. (6) May veto any amendment with a majority vote of the Triumvirate (7) Any powers not delegated nor prohibited by this charter are reserved for the Triumvirate (C) Succession – If one member resigns or becomes inactive, the remaining 2 members of the Triumvirates shall agree on the appointment of a successor. Section 2.02 The High Council - The High Council will consist of the 3 elected Council members, the Minister of Foreign Affairs, the Minister of Internal Affairs, presided over by the Senate, and chaired by the Triumvirate. (A) Council Members (1) Appointed by the Triumvirate (B) Duties (1) Review all diplomatic initiatives before presenting to the Triumvirate for final approval (2) Reviews all major domestic policy decisions (3) Maintains the Code of Conduct and other alliance rules Section 2.03 The Senate (A) All members of TPF in good-standing may vote (1) Elect Council Members to sit on the High Council (2) Initiatives presented by the Triumvirate or The High Council Article III. Foreign Policy Section 3.01 TPF will view any attack on our members as a hostile act and retaliate in kind. Inactivity of a member is irrelevant to our enforcement of this policy. (for the tl;dr crowd, do NOT attack our inactives unless you want to be ZI’d). Section 3.02 We will always attempt to resolve disputes via diplomacy first. Article IV. Espionage Section 4.01 Members of TPF may not, at any time, spy upon another alliance, or upon TPF. Members may not leak private information about TPF or any other alliance. Furthermore, any TPF member that offers to present information about another alliance will be banned and sentenced to ZI. Section 4.02 As other nations consider espionage an Act of War, so does TPF. Any alliance that is caught spying on TPF will be met with hostile action. Article V. War Section 5.01 General Rules (A) Any nation on TPFs perma-ZI list is considered fair game (B) Members must not tech-raid aligned nations of more than 10 members, nor shall they tech-raid any alliance that is a protectorate of another alliance (C) Unaligned nations (Alliance=NONE) are considered fair game. If the tech-raid goes bad, TPF will not assist member nations militarily or financially. In other words, members will be on their own if a tech-raid goes bad (1) Team Color Exceptions (must not tech-raid in these teams) a) White Team b) Yellow Team (D) Member nations may only be involved in one offensive war at a time for purposes of tech-raiding (E) Reps (1) TPF will not pay reps to any unaligned nation. (2) If a member violates our charter and attacks an aligned nation, they will be required to pay reps to the victim or to anyone the victim’s alliance designates. Repeat offenders will be expelled and subject to ZI. (F) Members who violate the Charter’s rules on tech raiding will be subject to member sanctions up to, and including expulsion and ZI. Article VI. Nuclear Policy Section 6.01 If a member of TPF is met with a nuclear first-strike, TPF will set to nuclear weapons-free on the offending nation Section 6.02 If any TPF member is attacked by an unaligned nation, the TPF member may retaliate with a nuclear first-strike Section 6.03 TPF does reserve the right to use nuclear weapons as a first-strike in war time, but such actions must be approved by the High Council. Any member using nuclear weapons without the approval and authority of the High Council will be considered rogue. Article VII.
