| The New North Penn Constitution Preamble We the people of New North Penn create a new constitution under the Founding Father, Ryan Thomas, son of the former president of ‘old’ North Penn. This new nation is a haven for the people in Northern Pennsylvania whom seek freedom from oppression. I. The Executive Branch IA. The Executive Branch is the leading branch of the New North Penn Government. This branch is in charge issuing Executive Orders to the other branches of the Constitutional Government and the president has the ability to veto decisions of the Congressional Branch, create bills to be passed by congress, work as a tie breaker in the House of Representatives, and he/she may appoints members for his/her own Executive Department. IB. The president is decided by popular sovereignty (or Popular Vote) by the people of New North Penn. Once elected, the president is sworn in on the Holy Bible to abide by the constitution. IC. The president may hold a term of one year, and he/she can hold unlimited terms. ID. If the nation of New North Penn is attacked by another unaligned nation, the Executive Branch has the power to retaliate against the state. However, the Executive Branch must have the approval of the congress to attack another country Pre-Emptily by majority. The president can resign from office, if so the congress will appoint another president to finish the remainder of the term. IE. The president is capable of appointing “Government Agencies” to carry out the duties of the Executive Branch, but this can only be done through acts. IF. The president is also in charge of appointing a new Chief Justice in the Judicial Branch when the previous Justice is not capable to doing his/her job. II. The Congressional Branch IIA. The Congressional Branch is in charge of regulating the powers of the Executive Branch. IIB. This branch has the power to impeach the president with the majority of the house if they feel the president is not capable of carrying out tasks at hand. The president may also be impeached if he has committed a federal offense; the Judicial Branch will decide if he has committed an offense. IIC. The congress has the power to propose legislation and pass legislation. If the president vetoes congressional bill, they have the power to overturn the veto with a 2/3 vote. IID. The congress can impeach a president, but the decision must be unanimous; the Judicial Branch must first accuse the president of committing a federal offense or being deemed unconstitutional. IIE. The members of the House of Representatives are voted in by the various districts of New North Penn. The people may vote for the candidates of the house depending on their corresponding district. III. The Judicial Branch IIIA. The Judicial Branch decides whether something is unconstitutional. IIIB. The branch is comprised of the Chief Justice, who is in charge of everything that goes on in the branch, and Justices who are head judges in each district of New North Penn. These Justices have the power to appoint judges within their districts for each county. IIIC. The Supreme Court is headed by the Chief Justice. All court cases are presented to him/her, and all court cases are judged by him/her. The Chief Justice also makes sure all other justices are doing their jobs. He/she has the power to impeach any justices. IIID. The Chief Justice is appointed by the president and congress must approve him/her with a 2/3 vote. Afterwards, the Chief Justice is required to appoint the other Justices. IIIE. All Justices are in office for until they die, get impeached, or resign. IV. Amendments IVA. An amendment could be proposed by the president, the congress, or the Supreme Court if they feel something must be done to defend the constitution. IVB. The 1st Amendment, The people who occupy New North Penn are free to worship their own religion, free to speak freely without government persecution, and are granted freedom of press. If any body within New North Penn is interpreted as a threat during a time of war, the government has the authority to persecute them. V. Ratification VA. Upon approval of this document, a Constitutional Government is formed, and the 2007 Presidential and Congressional Elections will begin. VB. This document will be ratified once all the districts of New North Penn approve. | The Act of the Army Preamble Upon approval of this bill, the New North Penn Army is created for the defense of the three districts within the nation. This fighting force is used to ensure the defense of the nation, not for imperialist purposes. I. Development IA. The development process of the New North Penn Army will take place as soon as this document is approved. Citizens of New North Penn will be able to enlist at their local recruiting station. They will then be relocated to another district, or stay at their own district. II. Deployment IIA. During a time of war, soldiers from each district will be taken and deployed into ‘enemy’ territory. If attacked on New North Penn land, each division will protect its own district. Soldiers may be relocated to other districts. IIB. Only the President has the power to deploy troops during a time of war. IIC. During a time of war, the President goes by the title “Commander in Chief”. He then has full authority over the command of the army. III. Organization IIIA. The New North Penn Army is separated into divisions by districts. IIIB. Each division is commanded by a Division Operations Commander, who is appointed by the Commander in Chief. The DOC, will hold the rank of “General of the Army”. IIIC. While starting out, each division will have a company depending on how many soldiers there are within the division. The companies will be named using the “Military Alphabet” (Alpha, Bravo, Charlie, etc.) IID. Upon more enlistments, the Division Operations Commander has the ability to create more organization under companies. IV. Rules & Requirements IVA. In order to join you must be a male, have a high school education, be 18 years of age or older, and have a examination from an army doctor. IVB. As stated in the Preamble, the New North Penn Army is used for the purposes of the defense of the nation, not for obtaining land or the impressments of citizens from other countries. If the Commander in Chief ever goes against this directive, the congress has the power to impeach him/her under the crime of treason.
