Well I think that he was seeking to take over the falling Han dynasty and how the Yellow Turbans appeared in the most unexpected time, I think he wanted to get rid of them first, not to become a major threath so he fought against them and also Cao Cao's ideal was also to conquer the land under his rule so both Han and the Yellow Turbans were his enemies.
